Tom Powell

Executive Chairman


Tom is the founder of CPX Energy. CPX Energy IV (CP-4) is currently developing assets in the Delaware Basin. CP Exploration III (CP-3) has realized gross cumulative production of 7.5 MM+ BOE through 2023 from the core of the Delaware Basin. CP Exploration II (CP-2) operated a joint development agreement with ConocoPhillips in the Delaware Basin, and within two years established 146 horizontal drilling locations and a reserve value exceeding $1 billion. CP-2 sold certain assets to a public E&P. CP Exploration I (CP-1) owned 26,000 net acres in the North Dakota Williston Basin and developed four separate Bakken projects involving JOA partnerships with ConocoPhillips, Continental Resources, EOG Resources, Marathon Oil, and Slawson Energy.  CP-1 sold production in 147 horizontal wells and leasehold to Linn Energy, Tracker Energy, Black Ridge Oil & Gas, and Occidental Petroleum (OXY). CP-1 also sold 14,000 acres in the Permian Basin to WPX Energy (now Devon Energy) and established and sold a 33,000-acre position in East Texas.

From 1996 to 2006, Tom served as CEO and President of Thomas Development Corporation (TDC) with offices in Fort Worth, Lafayette, Scranton, and Pittsburgh. TDC employed hundreds of industry professionals. TDC led the acquisition of over 640,000 acres of private, state and federal tracts of land. TDC provided acquisition services in almost every major US basin to Marathon Oil, Anadarko Petroleum (OXY), WPX Energy, Devon Energy, Palmer Petroleum, TexOil/Southern Bay (Earthstone), and Schlumberger.

Tom’s personal investment experience spans upstream, infrastructure, and services. He owns various assets in the Eagle Ford Shale with operators EOG Resources and Marathon Oil, and conventional gas assets in Louisiana. Tom is an anchor co-investor and on the Board of Managers for the Willow Glen Terminal on the Mississippi River south of Baton Rouge. He is also the Board Manager for a Permian-based drilling and completions services company.

Tom’s industry affiliations include the Texas Oil and Gas Association, Adam Energy Forum in Fort Worth, Adam-Houston Energy Network, Louisiana Oil and Gas Association, and Independent Petroleum Association of America.
