Tom Powell

Tom Powell is the Founder and Managing Partner of CPX Energy. He has led four successive CP‑branded ventures with a consistent record of sourcing, developing, and monetizing high‑quality energy assets across major U.S. basins.

CPX Energy IV (CP‑4) is currently developing and producing assets in the Permian Basin. Prior ventures include CP‑3, which delivered 15 MMboe of gross cumulative production; CP‑2, which executed a joint development program with ConocoPhillips, establishing 146 horizontal locations and more than $1 billion in reserves; and CP‑1, which controlled 26,000 net acres in the Williston Basin and advanced multiple Bakken developments with ConocoPhillips, Continental Resources, EOG, Marathon, and Slawson. CP‑1 sold interests in 147 horizontal wells and divested acreage positions to Linn Energy, Tracker, Black Ridge, Occidental, and WPX/Devon, including a 33,000‑acre position in East Texas.

From 1996 to 2006, Tom served as CEO and President of Thomas Development Corporation (TDC), where he led a multi‑office organization responsible for acquiring more than 640,000 acres on behalf of clients such as Marathon, Anadarko (OXY), WPX/Devon, Palmer, TexOil/Southern Bay (Earthstone), and Schlumberger.

Tom’s personal investment portfolio spans real estate, upstream oil and gas, midstream infrastructure, and energy services. He holds interests in Eagle Ford assets operated by EOG and Marathon, as well as conventional gas assets in Louisiana. He is an anchor co‑investor in the Willow Glen Terminal on the Mississippi River and serves as Board Manager for a Permian‑focused drilling and completions services company.
